Background of the Study

Cattle rustling, the act of stealing livestock, has become a major security threat in rural Nigeria, particularly in Rano Local Government Area of Kano State. This crime, once regarded as a minor traditional conflict, has evolved into an organized and violent criminal activity involving heavily armed groups (Ali & Danlami, 2023). Cattle rustling not only leads to economic losses for rural farmers but also contributes to broader security concerns, including banditry, farmer-herder conflicts, and displacement of communities (Abdullahi & Yusuf, 2024).

In recent years, increased incidences of cattle rustling have led to the proliferation of arms among local vigilante groups and herders, further escalating conflicts in Rano LGA (Musa & Ibrahim, 2025). The economic impact of livestock theft has forced many farmers to abandon their trade, leading to food insecurity and rural-urban migration. Additionally, cattle rustlers often operate in conjunction with other criminal networks involved in kidnapping and arms smuggling, thereby increasing rural instability.

While the government has implemented various security measures, including military interventions and community policing, the effectiveness of these efforts remains uncertain. This study seeks to assess the impact of cattle rustling on rural security in Rano LGA and propose solutions to mitigate its effects.

Statement of the Problem

Cattle rustling has become a pervasive issue in Rano LGA, causing economic, social, and security disruptions. The increasing sophistication of cattle thieves, coupled with the proliferation of small arms, has led to violent clashes between local communities and rustlers (Okoro & Balarabe, 2024). Farmers and herders have suffered losses running into millions of naira, forcing many to relocate to urban areas in search of alternative livelihoods.

Moreover, cattle rustling has fueled the activities of armed bandits who use stolen livestock as a means of financing their operations. Rural security agencies, including local vigilante groups and law enforcement, often find themselves overwhelmed by the scale of the problem. Despite the implementation of security policies, cattle rustling continues to pose a threat to rural stability in Rano. This study will evaluate the impact of cattle rustling on rural security and identify practical measures to address the issue.

Objectives of the Study

  1. To assess the impact of cattle rustling on rural security in Rano LGA.

  2. To identify the economic and social consequences of cattle rustling on local communities.

  3. To propose security strategies to mitigate cattle rustling and its effects on rural stability.

Research Questions

  1. How does cattle rustling impact rural security in Rano LGA?

  2. What are the economic and social consequences of cattle rustling in the region?

  3. What security measures can effectively reduce cattle rustling and its associated conflicts?

Research Hypotheses

  1. Cattle rustling has a significant negative impact on rural security in Rano LGA.

  2. The economic and social consequences of cattle rustling contribute to rural instability.

  3. Improved security measures and law enforcement will reduce cattle rustling and its impact on rural communities.

Scope and Limitations of the Study

This study will focus on cattle rustling activities in Rano LGA between 2015 and 2025, analyzing their effects on rural security, economy, and social structures. The study will collect data from farmers, herders, security agencies, and local leaders. A limitation of the study is the reluctance of some stakeholders, especially security personnel and affected individuals, to disclose sensitive information about cattle rustling activities.
